SELECTED ACCOMPLISHMENTS

Created, deployed, and maintained a Technical Services program for six law enforcement agencies located in Larimer County, Colorado. This program continues to provide a state-of-the-art investigative electronic surveillance capability for those agencies.

Wrote and implemented a major case administrative management program, thereby ensuring that investigative data was clear, concise, and timely. Criminal suspects in task force investigations using this program were subsequently arrested and prosecuted based on information in task force case files.

Developed and implemented an interview program designed to reduce a large number of suspects during a felony theft investigation. This program has resulted in the identification arrest and prosecution of criminal suspects.

Conducted a threat assessment of multiple-level threats that might be directed against resources belonging to the City of Fort Collins. Developed and submitted to the City Manager a resource protection plan to counter those threats. This program would when implemented prove instrumental in reducing resource losses by an estimated several hundred thousand dollars per year while significantly improving employee safety.

As a member of a cross-functional technical team, wrote, developed, and instructed a two-day physical surveillance course for law enforcement officers. This course (the only one of its kind within the state) was team taught for several years throughout the State of Colorado to several hundred law enforcement personnel.

Wrote the controlling operations plans and acted as the case technical service officer for three Title Three wiretap investigations. These multi-agency investigative cases involved large-scale criminal organizations. In each investigation several criminal suspects were arrested and assets valued at several thousand dollars were seized.

CITY OF FORT COLLINS POLICE SERVICES, Fort Collins, Colorado - 1977 to 2005
Investigator/Police Officer - As a detective selected by senior management to a multi-agency Special Investigation Unit. Responsible for the investigation of felony thefts, burglary, and other complex crimes while simultaneously administering the Technical Services Electronic Surveillance and Asset Forfeiture Program.
GUARDIAN SECURITY SERVICES, INC., Fort Collins, Colorado - 1974 to 1977
General Manager - Entrusted with the overall supervision of company operations. Established company policies/programs, implemented programs, and evaluated supervisory personnel. Negotiated service contracts, forecasted staffing and equipment needs, assisted with the budgeting process and settled grievances. Reported directly to the CEO.
